You have a point that the game's weapon balance was hurt. I still had a lot of fun with it, so I wouldn't say things were completely ruined. I played the game tactically, but the decision was always driven by which weapons still needed to upgrade first, and their combat efficiency in a given situation second.
Weapon balance in GC was the worst in the series. Literally half of your weapons are functionally useless in challenge mode
Not to mention that they gave you 5 whole weapons from the old game that can't upgrade and are horribly weak compared to any Megacorp weapon. Then on the other end of the spectrum you had something like the Plasma Storm that just destroyed entire waves of enemies in a single shot, but still had decent ammo capacity. And the Tesla Barrier that made you more or less invincible.

Oh yeah I completely forgot - what the hell were they thinking? They do, literally, no damage.
They're decent early in a new game, but they're not worth spending money on since even their NG+ upgrades are shit. The decoy glove is still useful though.

I remember using it in combination with the multistar to get the skill point for killing the B2 brawler without taking a hit fairly early on in the game. Don't remember using it much after that, but I thought it was neat how I still got more use out of it compared to rac1.

I played the first ratchet with this mindset going in, the lack of strafe being a good thing actually, and I wasn't that impressed. The strategy as you call it just came down to cheesing aggro.
The speedrunning tech is where it counts, and you can beat the first ratchet in under 30 minutes if you're decent enough.
the real question is how the game got a sequel after the jankfest that was the first one?

I only really like the first game. I had played some of the others and never really liked them all that much but the first one is genuinely great. Fun and well designed levels and a lot of clever secrets to find. It doesn't go overboard with the weapons or gimmicky mechanics either theyre just there as an option, I actually played most of the game just swinging the wrench which I vastly prefered since it made it feel even more like a traditional 3D platformer.
The combat was the only good thing about going commando lol the ship missions sucked, the story sucked, final boss waaay too easy with a dumb twist. Up your arsenal was better though I thought the humor was on point with that one with the quark tarzan shit.
Describing ratchet 1's combat like a puzzle is a surefire way of knowing you're talking to some moron that gets his opinions from youtube. NO one who played the games thinks this way about the game.
I was expecting the take to be "Rift Apart" ruined the series, or something like that.
