He's right though. The developers have said as much in interviews. It was finished for 2020, then covid happened so they took that time to polish it, game was done by 2021 but they held it back because they were making a 3H spin-off. They sat on Engage for years because of covid and 3H being a runaway success.
Sounds like a convenient excuse for why it was dog shit. If it was done 3 year prior than there was zero justification for any of the DLC.
