No, this has been a thing in the game since its inception. Well you didn't receive an experience penalty back then, but the game always had a huge problem with grind spots. People have a hard time going from level 65~70? They went ahead and released Ariant, Carnival PQ, Mushroom Kingdom, among others which target 20~40 level range. Reminder we'd only get a small area here and there so you might only get a high level area once a year. In 2006 you got Ludi dungeon and Aqua Road for level 80+ training. In 2007 they released ONE map, not whole area, but a map in Zipangu with Himes. That's more geared towards level 100 depending on your class. 2008 Leafre is dropped along with 4th job. There's probably three viable maps in the whole of Leafre. Newties, Peak, and Skeles. These areas are more suited for level 125+ depending on the class (ranged characters can snipe one monster safely at around level 90). After that it doesn't matter because everything released doesn't surpass Skelegons in experience. Skelegons simply gave the best experience with a good map with a decent quantity of monster spawns. So you'll be doing bosses and grinding Skelegons when you're able until level 200, so at least 60 levels of it.

It doesn't. It should have similar xp required overall, but more in earlier levels and less in later levels, so instead of blowing through 20 levels in five minutes at the start and then spending days at the end you have an enjoyable progression that lends itself to seeing more early game content

While Maplestory has features which make it attractive such as the cosmetics, classes, flashy attacks and big damage numbers, anyone with extensive experience playing the game should know how moronic the actual progression becomes. The level and gear grind is just too much for any sane individual.
as someone who's played maplestory for several years you can only last as long as me because you like the stress relief of killing monsters and the process of actually bringing upgrades to your character is simply a byproduct of not paying conscious attention at all: so you just killing monsters while playing on a micro 720p window of this game while you can multitask a video or read Ganker posts while pressing left arrow, right arrow, one button attack skill, repeat (I also don't even manage stacks I keep it lazy as possible when grinding idgaf).
however there's a hidden gameplay loop in this game not very talked about which is grinding to reach powerful bosses. very few classes can play differently here to where each class that does it differently can be fun, however nexon is stuck in a creative drought of that the majority of classes just want to bind the boss and then use all their burst and wait for those cooldowns again
