Series S version actually runs at consist 30fps but it fricking crashes constantly. It crashed for me 20 times in my playthrough. Not exaggerating. The further I got in the game the more it crashed. The last time I had a game crash this much was Batman Arkham Origins on launch week on PS3.

Every game on "low" should look like it runs on laptops with some low poly PS2 era models
It doesn't look any better than graphics from 2018 game, so the question is why can you play RE4 remake on medium/high with budget pc but you can't even boot the Alan Woke on all low settings
