It's definitely a good grass pokemon in gen 4 that's for sure.
You have to catch Budew first then wait until its happiness has maxed out then evolve it into Roselia, you have thr choice of evolving it into Roserade using one of the stones but you don't have to.

You can't because Beldum is a gen 7 pokemon, you have to go to Alola to get it.
Unova has some of them, but they were Post-Game exclusive in the first game.
You can get one from steven after beating the league.
