It was basically a must have for any kind of al-prostitute since it saved you thousands of gold on mounts back when 10k was a relatively significant sum.
It was obviously made to be a rare drop in the latest raid (Ulduar), but was stripped out and sold to make money. People wanted to look like they cleared final boss without setting foot in the raid.
