Its likely just ratings and likely the ratings board giving more of a shit about violence than in the states. In the US pretty much the only games that get "Ao" rating are sex games, I can only think of one where the reason was excessive violence and that seemed more just reactionary due to culture war bullshit. I'd guess their board actually gives a shit about both sex and violence so to avoid an "Ao" equivalent rating they are just not giving them the options to enable the gore / nudity. Curious if their PC release will have the same restrictions because most of the reason companies even avoid Ao here is because of physical stores, don't know if its the same over there.

I didn't mean to imply it wasn't also the nudity / sex scenes because that is also probably part of it. I just was saying its likely on the side of ratings boards rating the game higher than the publisher wants or the console manufacturer will allow. I doubt there is a law specifically banning the content, especially when you look at what Japan's adult game industry produces.
