Mastering missions in SA2 > Getting to the end of Heroes
both are fun, but there's more worth while challenges and platforming even with all the emerald hunting and mech stages. I enjoy conquering that version of a slog compared to what Heroes does to pad out levels and the final act.

Assuming these are both you, Music is subjective. I'd say that as a standalone album that you listen to all the way through, Heroes wins. As something that is part of the game, SA2 wins by a landslide with all its scenario tailored music, wider variety, and proper teasing and build up to the main theme. What Im Made Of and Live and Learn are pretty much neck and neck for being some of the most facemeltingly awesome songs in all of vidya, but Live and Learn got proper care given to it that What Im Made Of didnt.
Graphics are on par, dont kid yourself. In fact SA-2 probably takes this one simply for having better in game models and more cohesive textures.
Level themes are all completely fitting on either side, but 2 has more of them and as an added bonus they fit the scenario the story has put you in each time too. (With the exception of mission street)
Level and boss format doesnt really matter unless you are an autistic classicgay. Also SA2 kinda gives you a boss every 2 stages or so too.
Power formation is mechs. You get ranged attacks, you glide, you slow down, and all the enemies have HP bars now.
Level themes are much much much better in Heroes. Imagine classic sonic levels, but in 3D. That's what sonic heroes is.

It does not even if you were to compare Speed only, mech included it's not even close. Plus the potential for skips in both those game styles are more fun to perform if I were to choose them over Heroes which had the shittiest spindash in a 3D game at that point until it was just removed from boost and brought back shititer in Frontiers in the drop dash.
SA1 sure, it was linear on the regular path, but again movement and skips were the best in that. I could spindash jump a lot of stuff and find a 1-up on a building in speed highway or on a rapture in Red Canyon. And I didn't need a character swap to do that either.
The better elements of Heroes for maybe just Sonic or Shadows team is almost as good as SA2's good parts.

learn skips to get 30+ seconds under your belt, then spindash spam happier than before. Unironically if you are emblem grinding you are going to want to look for conventionally placed shortcuts and just places where you know you can clear distance with a spindash jump and homing attack dash to cutdown on time.

Simply due to them having a good deal of variety, If I was playing without story or didnt care about story then I would give it the win. But as I stated the levels in SA2 fit within the thematics of the game itself and form a more cohesive whole.
Sonic Heroes is a lot of individually good things smashed together. SA2 is a lot of good things cohesively synergizing with each other. Like I said at the outset

Which conversely is why shadow is also remembered poorly.

Shadow the Hedgehog didn't fix rails. It fixed rail SWITCHING. Heroes was the game that ditched the "hold B to gain speed, left and right to balance during curves" in favor of "spam button gain speed" and it did improve rail switching a bit, but it was still janky and deaths were common. Shadow changed the rail switching mechanics so that you magnetically attach to the rail your switching to, instead of flying freely into the rail.
There's an argument to be made that Shadow's rail mechanics are less fun than SA2, but it is impossible to deny that they are much more polished mechanically.
