The award is technically reserved for games that continually push out updates and content, but "Labor of Love" can be understood as having been lovingly crafted with passion, which RDR2 absolutely is despite R*'s upper management.

Baldur's Gate 3 is going to win GOTY, even though I am in the minority and didn't care for it. I can appreciate the work the developers did on it, but it isn't my kind of game/cup of tea. I played it for 15-20 hours, got bored of it and dropped it completely.
It's just pretty obvious Baldur Gate 3 is the GOTY for most people, so I imagine it'll win GOTY on Steam. I personally had way more fun with RE4 and Hogwarts Legacy, actually felt like waiting for RE4 for GOTY since for me personally I just had a lot of fun with that game and enjoyed my time with it. Hogwarts Legacy was really fun as well, and I'd like to see it get some kind of recognition/award, it's got 175,000 reviews on Steam with a 92% positivity rating, clearly A LOT of people liked it and had a lot of fun with it.
It's a broken mess, they don't even have rope mechanics.
Rope has no use cases in bg3.
