The concept is fine but he obviously had no time to develop it properly so it reads like some fanfic tier project. It feels like they tried to revise it with N/Gen 5's storyline but that shit did not pan out at all.
I think you guys are misunderstanding the scale of the plot here, pretty sure he's not talking about Pikachu staging a war against humans just Pikachu and Ash's pokemon breaking away from Ash and him having to grow up and move on with his life. In Shudo's conception of the Pokemon world being a Pokemon trainer is this newly emerged societal craze and he was probably always going at it with the typical Japanese "at some point you must grow up and become a salaryman" mindset so Ash's pokemon all just fricking off wouldn't be surprising.
