You could rush Surf and get to Zapdos with only 3 badges couldn't you? Skipping Surge and Erika would only leave out Fly and Strength which aren't needed to get to the power plant. Or are the power plant mons listed under 5 badges because you need the "5th" badge for Surf?

If you're allowing Mew then technically you can obtain all of these after the 1st Gym Badge. Maybe even earlier.

You're right, Game Freak swapped the top of Route 10 to Route 9 in GSC and HGSS so I got confused. Thanks. Pic related is fixed now. Magnemite is available on Route 10 in Yellow so fixed to include it as well.

This is a terrible way to show what you can get when. You're not getting every starter, nor are you getting Sunflora before Bugsy. Dunsparce is not as easy to get as Sentret. Nobody considers Celebi a regular encounter you just pick up before Whitney.
Okay I'm back. I redid Gen 2 as the OP one is slightly wrong. Here is an accurate version. It is strange that people used to think Johto had bad distribution - you can get almost all the mons fairly early on; it's no less balanced than Gen 1 or Gen 3 and beyond.
Pic related is now accurate. Also, whether or not you can get all 3 starters is based on how many games/friends you have to trade with. But that is the same for every single Generation, so this is the best way to display the starters for each Gen.

These are great but they're messy and they include all mons of all Gens, whereas the OP wants just the new mons in the new Gen.

I like the way how Unova is distrubuted, though of course most see holding back stronger Pokemon later in the game as a negative. I think it allows Unova to keep its sense of discovery alive longer as an entirely new region that's lost in BW2.
On the other side of the coin, Hoenn and Sinnoh allow for more strong and/or iconic Pokemon to join the party earlier which makes for a better experience at the cost of frontloading the region. Rarely are people experimenting and swapping their team past the halfway point.
I always appreciate how the elemental monkeys are good enough to teach aid beginners with type coverage while remaining disposable enough to encourage players to swap them out as soon as more options become available
but players who stick with them aren't kneecapping themselves too much. they're not the best, nor should they be, but they're decent.

once you deliver the mail to steven, you can leave dewford, but in order to fight Norman you have to beat Brawly at some point. There's nothing stopping you from skipping Winona entirely other than the 8-Badge-Checker-NPC at the E4, but you also can't use Fly outside of battle the whole time.

You can get Mimikyu before the ghostium? I just did a Ghost-monotype team and every resource said it can only be encountered after the trial.
A good pokemon game should give you the option to obtain AT LEAST 1-2 pokemon of every kind before facing the 8th gym and all regional pokemon should be obtainable before the post-game.
Hence why Johto is trash.

They have lots of pokemon but I'd argue they give you too many strong pokemon too early which is bad pokemon distribution. People are meming about Flamigo being broken in S/V but Hawlucha's right there.

I get that the section between the first and second badges is longer than most but wouldn't it make sense to spread things out over more of the game instead of front-loading all the new mons?

hoppip can be found as early as route 29 in crystal. sunkern is after bugsy. snubbull can be found in route 34/35 in crystal. you don't need surf to get girafarig. qwilfish and remoraid are post game because they can only be obtained with the super rod.

Those can be obtained with any rod during swarms as along as you have that person's number and swarms are easy to manipulate

Sandile/Darumaka/Scraggy can be encountered with 2 badges, there’s a bit of Route 4 that’s accessible before the gym
Karrablast is catchable with 4 badges.
Mienfoo and Druddigon can be caught before 7 badges; there is grass accessible outside Dragonspiral before the gym.
Bouffalant/Rufflet/Vullaby/Tornadus/Thundurus are all Catchable before gym 8, you can go to the grass on Route 10 before beating the gym.
