Everything can learn hidden power moron. Getting a hidden power type on to a Pokémon doesn't make that pokemons type any better. It just means that their type can't stand on its own as well as other types.

Cool design but doesn't look anything like a Pokémon. That's generally how I feel about most of the designs from the third generation though.
