It makes a lot of sense. The appearance is very similar and the resemblance to Android 16 (Gero's son) is also uncanny. It was an official design by Toriyama and I wouldn't be surprised if he had some old concepts from when Gero was supposed to be the main villain of the android arc sitting around.
