Ogerpon and Urshifu are far stronger even though they are "sublegendaries", for example
It's still a monster when it comes to feats and portrayal (after the Gen 3 movies).
Rayquaza can one-shot Hearthflame and Wellspring. Cornerstone does one-shot it, but it outspeeds Cornerstone after a Dragon Dance.
Urshifu also gets one-shot, and can be outsped without a DD if Rayquaza has a speed-boosting nature and Urshifu doesn't.
Also Rayquaza is massively more powerful in lore, which is more relevant to the anime anyway.

If we're talking competitive and damage alone, then Ogerpon DOES outdamage Mega Rayquaza, but falls a little short of normal Rayquaza.

Besides damage alone, Ogerpon also outspeed Rayquaza and can pair up with Koraidon for an easy synergy, whereas Rayquaza is essentially a standalone pick and often overlooked due to that if we do not consider the mega. But in a realistic discussion, no one should be trying to debate Ogerpon is more overpowered than Mega Ray. I can sort of see normal base form.

At least Onix/Steelix would make more sense with the rock formations, and they’re confirmed to be leaving Galar to look for the rest of the team, which likely means Kanto/Sinnoh are the next areas they’ll be heading for after Galar.
