I don't like it. I know it's faithful to the SMRPG renders, but I feel like they looked like that due to sprite limitations. It doesn't mesh well with the modern 3D Mario style.
Maybe this is because I've seen small Mario more and used to it, but this looks way more natural than what they're doing right now.

Super Mario RPG had a super deformed look and the whole idea was like moving Mario around a diorama, so ultimately it does its job.
I know what they were going for but the giant heads with smaller bodies just doesn't work in 3D. That being said, it seemed fine in battles and the overworld so it'll probably only bother me in zoomed in cutscenes.

I'd assume at least part of the team are people that worked on the original SMRPG, that left Square, went to AlphaDream, worked on Mario & Luigi, eventually went bankrupt, and then most of them got hired into Nintendo EPD.
