Yes that's how game reviews work. Publishers give review keys to reviewers they trust ahead of time. Those reviewers know not to step out of line because losing access to early copies would kill the company. And so the hype machine keeps running.

Fallout 76 wasn't Bethesda's main studio. Literally everything to come out of Bethesda's main studio is considered a masterpiece.
