Even aside from the usual Bethesda jank and superficial stuff like ugly NPCs, it's just really badly designed on a fundamental level. They hard focused so much on the "muh 1700 planets" that they sacrificed everything else and as a result none of those 1700 planets are worth a shit. The game initially managed to dazzle people with its scope and an "it's a Bethesda game so all the obvious flaws are part of the experience!" mentality, but when spending enough time with it even the most diehard Bethesda fan inevitable discovers that the things people actually liked about other Bethesda games like the sense of freedom and exploration just aren't there and all the cool space stuff like flying your ship and building outposts is nothing but bland, pointless filler to distract you from the shit quest design and the recycled, phoned-in storyline.

It's important to remember that game development is very complicated so you can't always blame the lead designer/writer for a game's failure. Personally I think the stories that Emil wrote were some of the best that Starfield had to offer, easily surpassing my previous work on fallout and skyrim.
