It's hardcoded. If there's any ties, Hong gets priority, followed by Lei.
the game is truly revolutionary as it does a biometric scan to best let you self-insert with the given character

At least what he does after the true final boss if you choose him as the lead didn't need a translation thanks to the extra spritework.
