Morimoto didn't even plan to include followers in HGSS until he saw the sprites they made for the Dream World, and requested he use them for HGSS.

This pisses me off. The HGSS following system would be the EASIEST way to make the then pissed off fans warm up to the new Unova designs. Why the frick didn't they implement this simple feature? How hard would it have been to carry it over from HGSS's files?
There's an important scene in the beginning of the game where the player's starter Pokemon talks to N. This moment has story relevance, and it would've been more impactful had they actually added a cutscene with the Pokemon's overworld sprite. It just makes no damn sense.
It’s espailly weird because Game Freak really wanted people to like the Unova pokemon, hense the main campaign being only Unova pokemon ans so many Unovan Pokemkn being minimaxed. Masuda even called BW his “magnum opus”. Why would they make it so that Pokémon that were created solely to fill out Kanto’s Backyard follow you but not Pokemon from Game freak’s “magnum opus”?
The sprites were taken FROM BW to be used in HGSS. B2W2 showed us the system is already there. They literally didn't include it for no good reason.

HGSS was able to chibi-ify the overworld pokemon sprites but BDSP just made the real models smaller for a largely uncanny effect.
