Yuffie is Square's best attempt at the party's resident jailbait that they've done a dozen times. She's got way better comic relief scenes than Selphie, and is the centerpoint of what is probably the best sidequest in all of FF where she gets a ton more character development than Selphie does. On top of being in the most popular FF
i don't disagree that it's a shame that a completely skippable character in one game gets more development and a more fleshed out personality than a canon non-optional character in another game

I can get less people playing X-2 than X but in X, Rikku is by far the best character in the game gameplay wise

Rikku was always the best girl. They had to write her off because Yuna didn’t get enough attention. FFX-2 shouldve been Lulu instead of Paine. I’ve also played dissidia recently and it’s obvious squeenix was always more in love with Lightning. 3 games they released trying to force her to be loved by fans and no one ever cared

The FFVIII part is really not interesting. I just finished replaying it yesterday and I understood why I never even think about that party. The whole game is entirely about Squall and his feelings, and the other characters are only there as they relate to him. Even Rinoa's role in the story is only as she relates to Squall. There are even moments where two other characters are talking about stuff they were doing together off-screen that Squall has no clue about because he's keeping himself distant. Another example is Zell being really good with machinery and tools and craftsmanship, but it's only given in quick little snippets because it's not important to Squall. Besides Squall, the other party members are just kinda there.
Let me get this straight. She falls for some random virgin loser pretending to be a chad, who chickens out during the important mission, instead of Squall, who is better looking and a capable leader, but also somewhat nice to her (if you didn't make him a total jerk towards her in dialogue choices)
He didn't chicken out per-se, just didn't want to kill his stepmom
Also they are teenagers and stuck together and neither of the other males in the party are giving her attention
She was already in love with him at the orphanage but had previously forgotten. And he didn't chicken out, he recognized Edea was his foster mother at the orphanage.

I don't get what they were hoping to accomplish. She was a slow moving target, any competent sniper would be able to hit her with ease. Locking anyone within an area like that screams you're about to be shot at or worse, and to seek cover (or in her case block the incoming bullet).
Considering the average military career in FFVIII lasts from when you turn 17 to when you turn 18, when you're washed up and only good for teaching 16 year olds, they probably never advanced beyond the level of knowledge they had at that age.
You can use scan to look up her skirt.
She's somebody you can do "sister stuff" with and move along - or whatever. and take car of her. Penelo however needs light public humiliation. semi-public chastisement and pleasure. and then to beg for rape in private.
