Because Venusaur is difficult to draw/animate by being the deadly trifect of quadrupedal movement combined with a large frame and a design that has a lot of minute details (that being the warts), making it hard to skimp on details without it being noticeable. There's a reason it hardly shows up in the anime, and it's not just because it's the least popular of the 3 Kanto starters
