How are the Hoenn legends weather themed when Rayquaza doesn't even represent any weather? Their trichotomy is just earth(land)/water(ocean)/air(sky)

Because that is still not a real type of weather and merely a way to symbolize it's function as a mediator/pacifier of Groudon and Kyogre. Conceptually Rayquaza is all about the sky
