its more that every single companion will throw themselves at you, no matter WHAT you are. the thing is that gale is like... the only fricking companion character who is even remotely interesting because of his 'condition' and background, so people notice it a lot more when he comes onto you
hes also the only wizard companion so 9 times out of 10 you'll have him in your party a lot, which makes him way more noticeable
forgot to mention that hes also the only character who is generally sane and will approve of rational decisions like NOT being a murderhobo. so players naturally end up with high approval from him without doing anything special
