Turn based or action combat?

Help me decide, for an espionage RPG what is better in your opinion, turn based or action based?

          OFF wasn't even earthbound inspired anyway, mortis hadn't played it at the time. he just wanted to make a game like killer7 and rpgmaker was all he had because of his lack of coding skills.

    Action based fits the theme more. Turn based is for full blown fights, something you should be avoiding in a glorified stealth game.

      Both, action based being for more risk reward style that requires stealth, turn based being a more forward way of engaging enemies.

      Considering that there will be few types of enemies(because it takes place in the modern world and not in a fantasy world) it would be more fun being action-based right? In turn-based I have an idea from the Mario and Luigi series, but the problem with that is that there will be virtually no enemy variety because once again it takes place in the modern world. And I also don't want to be like Earthbound in which they fight random enemies like a dog or something.

        Some advice, take notes from sly coopers henchmen design for enemies. You had the small fry, your average joes, and the bulky guards. Throw in some level specific elites and you can make enough variety.

    if it's a stealth game I'd go with turn based but make it more of a shooting gallery where you also try to dodge. and make it really hard/resource heavy so it's an actual punishment for getting caught.

    I recommend you to play the original Metal Gear (not metal gear solid, but the PS1 game would also be a good suggestion). Action based can provide a thrill when you are about to get caught or waltzing through tight search patterns and trying to keep up with the rythm of surveillance cameras.
    >turn based
    I recommend Invisible Inc for this one. Which is THE best turn based stealth game if you'd ask me. Very unique and thrilling despite the game allowing you to plan your moves because it has curveballs for days. If you want the player to be able to think ahead strategically then turn based is the one you should pick.

    It's not about our opinion. Make what fits the flow and current mechanics of your game more and what you feel you have a better understanding of. Plot out how you'd expect it to work on a basic level if it was turn-based or action-based and then decide.

      Who said I was going to do a game of stealth? Its an RPG, but I want it to be more focused on the thriller and action than other things. It does have stealth, but it will not be the main focus of it.

      Why not turn based for the two? Wouldn't the fights be more fun if they weren't just button smashing until the enemy dies?

          How would you do the combat then? Because if for example, you want to have a melee fight it would be like in 2d Zelda without a sword, just smash the button until you win.

    OP have you played Phantom Doctrine or Alpha Protocol? Those games should give a good idea on how to structure a spy RPG.
