GF knew pivoting is very strong in a competitive play. So they created the most universal pivoting move in the game, but made its typing the 1st or 2nd weakest type in the game to balance it.
Ice/Bug are still the #1 and #2 weakest types in the game so its a debate.
Don't be fooled by the articuno tournament winning meme b***h. That win was obtained through more creativity because no one did not expect it. Remember fricking pachirisu? At least articuno and snow teams are more predictable and capable of preparing against next time.

Turns out taking 33% damage from every physical move, 50% damage from every special move, not taking damage at all 20% of the time, having one of the best offensive STABs in the game, and being able to instantly KO defensive Pokemon 30% of the time is actually quite good. The game sure becomes interesting when you stop being a campaignshitter and actually bother studying the mechanics beyond >DURFFF GRASS AND WATER BEAT ROCK
