Gameplay-wise, it's a good game. Loved the shooting and driving, though there wasn't as much variety as SR3. But the shit story and cast drags it down so frickin badly. If they just cut the new homies and shoved the old crew in their place, it would be a 8/10 at least
Honestly I do like some of the ideas in Saints Row '22 like being able to decide what stores go where to give some meaningful sense of progression on the map, e.g. Planet Saints being one of the last stores you get access to.
Having layered customization like SR2(although not quite to SR1 levels) was nice too. The southwest metropolis aesthetic was gorgeous.
But it also comes with the problem that activities are tied to these locations so early on you'll only be able to do two or three side activities for a while vs how in previous Saints Rows you at least could do the first level of everything like escorts, mayhem, etc.
There's also gags that last way too long like the stupid LARPing sidequests. Yes, it's silly that a gang of criminals is humoring a bunch of nerds with nerf guns and cardboard but this should've been like 5 minutes max not an entire side activity chain. All of this instead of having a functional casino in a city with a Las Vegas strip?
There's also a lot of missed opportunity. This is the first time since SR2 that the Saints are starting from scratch(give or take how established they already were in SR1) and I think that it would've been interesting to see a bunch of silly characters slowly corrupted by money and power as a parallel to 1/2's overall plot, or at least stuff like the neon anarchist whatever gang being a bunch of suits manipulating bored and dumb kids into committing crimes for their benefit, instead of just being a bunch of weirdos.
And all of that's without going into the absolutely horrendous state the game launched in. Yes, Day 1 patch version wasn't as bad as the leak webms but menus and even being able to take your guns out would still bug out and necessitate full restarts.
The worst thing is that they basically had a free gimme, GTA6 is years away, other open world urban games were basically dead, SE abandoning Sleeping Dogs, Watch Dogs legion was a dud, this could've been a real refresh for the series.
