NV is from a roleplay and story perspective 5x better than 4, however 4 has a lot more stuff to do, like dungeons and cities, plus it's more modern with better modding.
I have double the playtime in 4 than NV, but I still prefer NV.

NV has a larger map and far more missions than 3 or 4.
Fallout 4 is receiving an update on the 25th for consoles that brings it up to 60fps and adds some creation club stuff. PC is also getting some additional resolution settings I think. Also, a lot of people are probably buying/replaying it because of the Fallout show which, despite taking place on the west coast, matches a lot of the tone of FO4 more. Plus it's the most modern, easily accessible Fallout entry right now.
FO76 is a games as a service type deal that loops people into mindlessly replaying content lest they fall prey to FOMO. That, and there's a new "scoreboard" (battle pass) alongside a recent update that added a new mission type.
The fact that NV is even keeping 20k players right now is honestly impressive to see. If anything that speaks to how much people love NV.
