They are doing it because of bureaucracy and to save manpower. If psychopaths like Col. Moore were in power and lead rangers, then rangers would be same as Legion Assassins.
Alternatively, you can always tell them to frick off and wait 3 days, then cry like a b***h that they one shot you and that game is unfair.
Only at low levels. Just like with rangers, their inventory progresses with your level and once you reach max level, they pack super sledges, thermal lances, brush guns, and marksman carbines. Still, Legion assassins can be hard to beat even at low levels in the game due to DT of armors (especially centurions who are very tanky) and explosives. Unless you have armor piercing rounds and chuck grenades like a madman, you're fricked.

That's just the NCR Rangers, which are a mismanaged and distinct faction to the actually cool Desert Rangers. NCR Rangers wear the dumbass park ranger armor and sit in stations all day. The Desert Rangers wear the sickass duster armor and are actually cool, but they stopped existing after the merger much like how competent RPG designers from Squaresoft stopped existing after their Enix merger. You can see a couple dumbass NCR rangers cosplaying as Desert Rangers if you get to a high enough level, but they're not the same thing.

It weirds me out that NCR would spend so much resources on repeatedly fielding hit squads against a random wanderer whi at most might have killed like a handful of troops. At least Kaizar and his Legion are profligate and petty enough to do so, but I thought NCR had serious logistical issues in the Mojave.

Funnily enough, in my latest playthrough both the Legion and the NCR did stop fielding hit squads suddenly, and now I'm left without one of my favorite income sources.
I'm 40 hours into my first playthru and still haven't seen a Ranger with the kino outfit.
They start appearing kinda late into the game unless you provoke a hit squad or visit Camp Golf.
