I did unironically like it once it got rolling, it just takes way too fricking long to get to any elongated action sequence or string of firefights. pacing is horrible, but it had the best gunplay and stealth in the franchise easily.

They admitted to coming up with the set piece moments before the story in one of the behind the scenes/making ofs.
Which is fine, but generally you consult with a scenario writer to see how well you can take the set piece ideas and mesh them logically into a story.
I believe the writing team was a little different fron the other ones too. And the directors. Druckmann didn't write any of the first 3 I think.
