Its in between those two, its a great time but there's lots of half assed things that make it not quite a masterpiece.
The largest things holding this and Deltarune back is Toby being afraid of filtering people and the simplistic puzzles that are filler, the gameplay can be great its just too easy on average

All clever deconstructions and unique takes on a genre are welcome, I think Toby did a great job. I don’t think it’s a game anyone can pick up and appreciate however, which detracts from masterpiece status, but for those with an appreciation to classic RPG’s and unexpected humor, this would be hard to not like.

I'd consider boring puzzles and no real mechanical difference between actions at the core of the game's message (which is where its design ultimately leads; all Undertale has is its narrative) to be real and concrete flaws. They lessen the impact of the game's direction. They bore. They're not even evocative of the games that this game is so unabashedly aping.
Undertale is good if you've never played Mother 3 or literally any Touhou game (or Touhou RPG). It's also so popular exactly because it's braindead and accessible, this even explaining the average age of its most feverish fans (and why so many see it as a profitable brand - kids are the perfect consoomers).

WTF are you talking about? I could understand comparing it to Dragon Quest, or Mother/EB, or SMT, or even the Mario RPGs, but fricking Pokemon? You don't catch monsters, or compete in a league, or collect badges, or knock other people's pets unconscious and take their money. The only thing remotely similar is the turn based battle system, and even that's a stretch. In Pokemon your turn involves selecting a menu item and literally nothing else. In Undertale you at least have the button timing microgame thing to break up the monotony.

CoD's campaigns were the perfect length for what they were. Imagine the MW2 campaign being dragged out for 25 hours or something. The good CoD campaigns are actually a masterclass in pacing.

If a game is short and stays fun throughout the story I'll replay it every now and then, if its an 80 hour open world I'll likely not even finish it
It's a really fun game, pretty clever in some of the things it does, and at the absolute highest levels (Undying Undyne, Sans) has some boss fights that are genuinely challenging and fun.
Completely overhyped by a rabid fanbase to the point of almost making it seem bad by association, especially if you care too much about what others think. Most of the game is unchallenging and amounts to a "hold the right key" simulator, but even then has its charm.
