I don't understand. You can't have terms of service that you keep hidden away so nobody can see them. They're not terms of service at that point. There are no terms of service.
They were striking down people posting the terms of service developers have to agree to if they want to continue using Unity.
It was a archive in github (in addition to having the terms on their website) so that developers could track historical changes to the terms. They started it to try to win back trust after a previous PR disaster where they quietly changed the terms, then a month later went after their customers for breaking the new rules.
Few were actually using the repo though, and it looks like they didn't bother with it after a previous rewrite of their ToS. And nobody noticed until now. The 'legacy' ToS are still on Unity's website so it's unlikely they were trying to hide them, but it's definitely not a good look for them.

There was a line in the ToS stating that no changes would apply retroactively. They removed it, months later tried to apply the ToS retroactively and are mad that they got caught
