Loved this game during my teens. It was my GTA3 substitute since my PC couldnt run it.
They beat 'em up gameplay was satisfying as frick though.
Same, but I had it on PS1. Its jankiness was part of its charm and it could be both intentionally and unintentionally hilarious.
Well GTA 3 was yet to be made and Tomb Raider was top selling fellow PS1 franchise, so devs probably went with the flow.

If you look into the development of the game you'll see much of the game mechanics were developed at the tail end and were mostly rushed. The main focus throughout development was getting the narrative correct. The devs wanted to accurately capture the experience of a young black woman in an urban environment in the 90s. There was a political shift around that time and the devs had to work hard to capture the pure desperation of the main character's unquenchable thirst for BWC.
Because it was a 3D game and the PC didn't have many good analog options.
The blanket hate for tank controls is such a telltale sign you were born after 2003.
