It's funny that people went and took Incineroar going from "unequivocal best support mon in the game to the point where anything else is hardly worth using when it's legal" to "still a top tier support mon but the meta's changed enough that other options (Farigiraf, Amoonguss, Gouging Fire, etc.) can still find success" as falling off.

Smogon metas rarely have the #1 most used Pokemon have over 40% usage. Usually #2 - #10 all sit at 25% - 15% usage. That's what a healthy meta looks like.
Don't compare the usage of a Pokemon in a 2-day tourney with 700~ people to the usage of a Pokemon over the course of hundreds of thousands of games and roughly 30 days you lobotomite.
That said, VGC is usually more centralized than Singles, that's just a consequence of no bans outside of what the ruleset dictates.

Burning Bullwark and Willo seem so excessive together, your opprotunity cost doesn't seem super optimal here. You could just as easily go Spore and Bullwark so you at least have options on status, or go Spikey Shield so after you burn them you can also rack up damage.
You cant burn Urshifu. The #2 Pokemon using contact moves is Incineroar, and Ogerpon Hearthflame is also kind of common. None of these Pokemon fear Bullwark, but the 2 fire types do fear Spikey.
I like this set. Every time I want to use Glastrier I feel like Clear Amulet is a must, but then he lacks survivability beyond 1 solid hit. I wonder if you can fit even more on your team to take advantage of Whimm's Beat Up, but that might be putting too many eggs in one basket. It certainly looks like a functioning lly balanced team.

Can I get an opinion on optimizing this team? I dont always need to tera Exeguttor but I'm wondering if a wiser tera would be optimal here for defensive coverage. He doesn't like huge neutral moves at least at this current defensive spread, I'm wondering if it's more fruitful to go a type that can resist dark and also shrug off bug.
Iron Hands has 4 moveslot syndrome like a motherfricker. Volt Switch is amazing for setting up TR and beinging in Torkoal safley in one turn. Heavy Slam kills Flutters. The only reason I'm going CC is because I don't have a powerful move like Wild Charge. I get juggled by Tornadus' Bleakwinds embarrasingly easy without my own Wild Charge, but other than Fake Out I can only think to get rid of my Volt Switch to replace.
Also wondering about Torkoal's set. When it works it works, but damn would it be nice to have Protect on him too.
I used to be close to top cut material in my hayday of VGC in gen 6. So many more people are playing and getting good, there are so many resources for learning and being a good player that anyone with the time and effort can perform well. This is a great thing and honestly I wanted this, it means the meta can progress more and I'm going to be challeneged more as I play.
Nowadays I struggle to break 1400 on bo1 ladder, and honeetly I never play bo3 because I never feel like I have broken out if the testing bo1 phase. One would imagine playing bo1 means Id be great at it, but I struggle there, meanwhile aeeing people on youtube bragging about having multiple accounts reach the top. And thats not a lie, we see players who have cracked the code to this game consistently make top cut time and time again. If RNG can't hold you back that much, because RNG does from time to time, idk what will. I believe in consistency with good players.

This thing can literally take one glance at meta trends and adapt accordingly to stay on top, insane.
1. Bulk. Incineroar is your typical slow mixed attacker but they have Starter stat bonus points so it goes further 65 vs 90 Base Defense
2. Intimidate which is basically another buff to their defense . Basically It turns that 90 Base Defense to 135 unless a Pokemon sacrifices an ability or an item slot, which then reduces the other Pokemons damage output, basically keeping the bonus
3. Neutral/Resistant to Ghost/Fairy Stab. It doesn't auto lose to a Pokemon on 60% of Teams.
4. Good against the main Sleep spreader in VGC for year, meanwhile Snarl is weak to it
5. It's weaknesses synergize with the other top Pokemon. It gets more out of being Teamed with Waterpon and Fluttermane than Snarl does
Galarian Moltres is sometimes used in ladder to deal a ton of damage after it triggers Berserk or uses Nasty Plot.
I used Fezan to spread Speed drops with Icy Winds and Toxic Poison through the Ability.
I counted 11 misses out of 31 90% moves last night on ladder. Every 75% move my opponents made hit, and there was either 5 or 6 used against me. No genie signatures used against me missed, but some were in the rain so I didn't think record the number. I was randomly crit 23 times and I got 12 random crits, out of which 7 did not matter. People who say this game is skill based can suck my wiener.

False, the two spaniards were DQ'd because their Ting-Lu had the same PID despite that being impossible. They baseline check if outwards tracking data is up-to-snuff.

Also, tying answers to abilities restrict them to the pokémon who have them. It only creates another problem.
Rilla should lose U-Turn and Incineroar should lose Parting Shot, that alone would make the meta miles healthier. (Incin can keep U-Turn, with the above changes it becomes much more tolerable)
And they did it twice! Before it was actually obtainable ingame the BP was 60, then it was lowered to 55 upon DLC release.

Tapu Bulu's stats spread is too good to give it grassy glide, he can just go 252 HP/252 attack with a choice band and be optimal. Mind you Rillaboom is really min-maxed for a starter Pokemon but Bulu would REALLY be pushing it.

kinda depends. glide is used on firepon because it gets the attack boost and usually runs more offensive sets w swordsdance. horn leech is almost always used on waterpon though because its more defensive. i expect firepon to rise in usage dramatically since it just won two huge regionals back to back despite waterpon having drastically higher usage currently.

Issue with Gamefreak is that their battle design is so shaky that they can make something have a major opportunity cost to the point where no one uses it and then just do something as simple as make the move an ability instead and now suddenly busted.
Frick just Zacian and Zamazenta. ALL abilities that auto activate need to be once per battle. They're just blatantly better than conditional abilities.

Burning Bullwark and Willo seem so excessive together, your opprotunity cost doesn't seem super optimal here. You could just as easily go Spore and Bullwark so you at least have options on status, or go Spikey Shield so after you burn them you can also rack up damage.
You cant burn Urshifu. The #2 Pokemon using contact moves is Incineroar, and Ogerpon Hearthflame is also kind of common. None of these Pokemon fear Bullwark, but the 2 fire types do fear Spikey.

Iron Hands has 4 moveslot syndrome like a motherfricker. Volt Switch is amazing for setting up TR and beinging in Torkoal safley in one turn. Heavy Slam kills Flutters. The only reason I'm going CC is because I don't have a powerful move like Wild Charge. I get juggled by Tornadus' Bleakwinds embarrasingly easy without my own Wild Charge, but other than Fake Out I can only think to get rid of my Volt Switch to replace.
Also wondering about Torkoal's set. When it works it works, but damn would it be nice to have Protect on him too.

I used to be close to top cut material in my hayday of VGC in gen 6. So many more people are playing and getting good, there are so many resources for learning and being a good player that anyone with the time and effort can perform well. This is a great thing and honestly I wanted this, it means the meta can progress more and I'm going to be challeneged more as I play.
Nowadays I struggle to break 1400 on bo1 ladder, and honeetly I never play bo3 because I never feel like I have broken out if the testing bo1 phase. One would imagine playing bo1 means Id be great at it, but I struggle there, meanwhile aeeing people on youtube bragging about having multiple accounts reach the top. And thats not a lie, we see players who have cracked the code to this game consistently make top cut time and time again. If RNG can't hold you back that much, because RNG does from time to time, idk what will. I believe in consistency with good players.

1. Bulk. Incineroar is your typical slow mixed attacker but they have Starter stat bonus points so it goes further 65 vs 90 Base Defense
2. Intimidate which is basically another buff to their defense . Basically It turns that 90 Base Defense to 135 unless a Pokemon sacrifices an ability or an item slot, which then reduces the other Pokemons damage output, basically keeping the bonus
3. Neutral/Resistant to Ghost/Fairy Stab. It doesn't auto lose to a Pokemon on 60% of Teams.
4. Good against the main Sleep spreader in VGC for year, meanwhile Snarl is weak to it
5. It's weaknesses synergize with the other top Pokemon. It gets more out of being Teamed with Waterpon and Fluttermane than Snarl does

No genie signatures used against me missed, but some were in the rain so I didn't think record the number. I was randomly crit 23 times and I got 12 random crits, out of which 7 did not matter. Tapu Bulu's stats spread is too good to give it grassy glide, he can just go 252 HP/252 attack with a choice band and be optimal. Mind you Rillaboom is really min-maxed for a starter Pokemon but Bulu would REALLY be pushing it.

That's the difference. Successful starters in VGC mean brand synergy so they'll never hit them with the nerf bat unless it's removing a gimmick from a generation.

kinda depends. glide is used on firepon because it gets the attack boost and usually runs more offensive sets w swordsdance. horn leech is almost always used on waterpon though because its more defensive. i expect firepon to rise in usage dramatically since it just won two huge regionals back to back despite waterpon having drastically higher usage currently.
Issue with Gamefreak is that their battle design is so shaky that they can make something have a major opportunity cost to the point where no one uses it and then just do something as simple as make the move an ability instead and now suddenly busted.
Frick just Zacian and Zamazenta. ALL abilities that auto activate need to be once per battle. They're just blatantly better than conditional abilities.

There needs to be a cost for constant mon cycling and hazards are the best. Sure, they could both run Heavy Duty Boots, but only one of them would be allowed to and Heavy Duty Boots means no Assault Vest/Berry/Safety Goggles.
