The GTS was built into the game in Gen 6. You could just trade for any Gastly or Kangaskhan.

It’s weird that Colosseum and XD aren’t considered mainline when they’re much closer to what a “standard” Pokemon game is compared to Legends. My bet is that they really want to leave those games in the past.
In the direct where they first announced Legends, they literally included nearly every type of game with the “Pokemon” branding including spin-offs, but explicitly omitted Colosseum/XD. Gamefreak and TPC outright hate those two games.
