Mario Tennis N64 & Power Tennis had doubles, thus Waluigi NEEDED to be added so that Wario would have a fitting partner. Toadette was added in Double Dash because there was NEED for Toad to have a partner.
There was no need to add Wapeach. Hence, Wapeach never became a character.

I know I have seen that design on some videogame character before, likely something cartoon or cell shaded. Feels like I played a Dreamcast game with such a character.
