my guess is they have no idea how to make new stuff that actually is balanced and challenging

Its pretty obvious when you look at every boss added since plains of eidolon. They all have mandatory down times and mechanics that take you away from the combat. Most have the new one shot protection mechanic too, because DE were mad people were 1 tapping shit with sniper rifles.
Like you said most the new content doesn't even put you in the warframe, because they don't know how the frick to balance it after making everyone busted as shit back in like 2016.

The movement system was entirely overhauled, Melee has gotten multiple reworks, there are like 3 times as many frames and many of the older ones have had entire reworks
Its got a fair amount of content if you are into autistic grind games, but i think the devs dont really know what they want the game to be and that leads to very shallow content that is mostly carried by art direction and presentation
I haven't played wf since that christmas time update with older operator and I probably wont ever again. Got well over 1000 hours of playtime without a dime spent though. I wish they had stuck with just the warframe stuff. PoE and on was just drastic shot in the dark.
I left after the New War. Played Duviri but quit 2 hours in when I realized it was just a weird tutorial and they ruined the second dream's reveal.

If I remember the lore correctly, the original "models" that the mass-produced warframes were based on were regular people. They would be exposed to the Helminth infestation, then encased in armor. I think all of the new ones are just meat puppets made in the image of the originals.

All you really pay for in warframe is cosmetics. Just be aware the game is 99% hardcore grind. It exceeds most MMO's in terms of grind.
