The marketing team that makes this decision is aligned with the internal GW faction that makes Age of Sigmar and 40k.
Forgeworld projects like 30k and Old World are to be kept separated, maybe even isolated, and perhaps even sabotaged, so that the "main Citadel team" looks better in comparison and gets a bigger slice of the GW budget pie.
The internal conflict is in full swing now that the Old World is booming.
If that's the reason I legitimately feel sorry for CA.
Their frick ups are their own, of course, but even when they're trying to do better and fix it they get little shit like this fricking them up. GW is honestly just a dreadful company and it would be better for everyone if the Warhammer IP just entered public domain. As bad as things would get with everyone being able to make up shit for the setting, at least GW wouldn't be around to stop good things either.
GW is run by incompetent old business practices which try to make their internal divisions compete with one another to secure funding. In order to better facilitate this each division has only basic amounts of record keeping, always tying back to 'More sales = Division is popular' without bothering to check where ans why those sales are made.
Horus Heresy legitimately should not exist, nobody plays it, but the books sold like hotcakes to morons. The models barely sell sell and almosr always are used as kitbash fodder or proxies for Marine factions, but GW still pushes out HH models with just as much focus as their other lines.
The entire reason Kislev and Cathay are in W3 at all is because GW wanted to gauge interest in them as factions in TOW. Chorfs should feel lucky because they managed to sneak in while GW was bisy coordinating things as they're slated to become an AoS faction, which in turn means Chorfs won't get any further updates.
Chorfs are complete anyway, outside of the chaos giant.

The game looks the same as always. I recently replayed wh2 and the game is just better. The units behave more fluid, the AI actually tries to fight and not run away and sieges are better despite being less of it.
The new DLC does not fix anything except make Nurgle less ass to play. The empire rework does not fix Karl Franz's insane campaign except put a LL next to him that is better to play.
I have no idea what CA is smoking, but atleast Dorfs look better.

Go auto resolve both of them and give the towns back to their respective electors. You are now at turn 6 and everything is fine.
That's 6 settlements lost out of the total in the empire, which is 12 points overall in the new imperial authority bar.
Compared to before where -2 to your authority would put you in ridiculous penalties, -12 now is not that much. Don't think it's even enough to cost you a single tier in the new system.

i just feel they have a ton of shit to deal with early game like god damn, I'm just 10 turns in and 70% of the electoral counts have fricking died due to how aggressive the AI is and I don't have a way to help them

they were supposed to have repeater rifles. GW forced them to remove it and that's why they performance is lackluster now.
They have double the missile strength, far faster fire rate, better AP, more accuracy, in exchange for 30% unit size. Their damage output shits all over handgunners, especially against characters on foot
