Before the final battle when they all go their separate ways when the scene with Cloud and Tifa under the Highwind happens, Cait Sith was just inactive on the ship because Reeve wasn't controlling it.
Since we're on that topic, I was wondering. When everyone leaves, Tifa and Cloud hang out together on a hill(?). They talk a fair bit then Tifa says "words aren't the only way to show someone how you feel." Then the camera pans up.
Later when we get back to highwind and find out everyone stuck around, Tifa gets embarrassed cause everyone saw what they did on the hill. Did they...?
I choose to reject this. Cait Sith is sentient. Reeve can merely choose to control him if he wishes but Cait Sith also has his own thoughts and feelings and can operate by himself when Reeve is not in control.

no, it was the writers/people in charge of the story who didn't know what the frick was going on. Cait Sith going from a puppet to a sentient being at the drop of a hat isn't the only fricked up thing about the game, there's also the devs not knowing if jenova or sephiroth are in charge (though this could be localization issues) or how the party almost immediately stops giving a frick about Aerith's death despite the dramatic showing during it.
I think FF8 is pretty good evidence that all the writing and plot points were constantly in flux depending on what needed to be jammed together on a given day and it's a miracle the final game is about 80% coherent
in the original japanese the real sephiroth talks in a more human and chill way and jenova is the one always ranting like a moron. also the way he talks at northern crater kind of reveals he doesn't really even know cloud and views him as an object, instead of the esoertic bullshit he does in the eng version
they're actually nailing this in remake, sephiroth still talks to cloud in nibelheim like they're old war buddies while jenova/new timeline sephiroth is ranting like a homosexual.
