This isn't character development, this is a re-design
He's still the same guy, at his core, that he was throughout XB2. He's just bigger now and more competent and experienced. He doesn't act like some meme idea of a Gigachad in character interactions, he's still a sort of goofball who isn't always exactly tactful or precise with his words. He still says corny-ass shit, he still just wants to help as many people as possible
XB2 is still Boy Meets Girl. The point is that that group developed and grew beyond just him and whoever he chose. Which sort of tracks with his development, in my opinion. Rex has always seemed the type to me who wouldn't be able to ignore the feelings of others if he could help it.
My assumption is taht he wouldn't be the one to push for a harem/polycule/whatever, it would be Pyra or Mythra who opens up the idea since they're already close with Mythra/Pyra and Nia
