It's supposed to be more of a traditional platformer level (like Spring Yard and Labyrinth), which as we all know now doesn't gel well with Sonic's physics.
Sonic 1's aesthetic is the best in my opinion. Sonic CD is really the only follow up that somewhat captures the surreal nature of the first game and even then it doesn't fully nail it.

The original design doc had a different level order, and they were gonna do something where sonic lived peacefully in the green hill zone until one day he saw something happen far away, so'd travel through the underground labyrynth zone to the hidden valley with leftovers of humanity (marble zone)
There he would have encountered Robotnik and his invasion fleet which had returned from space to the last remnants of humanity.
But then for some reason they shuffled the level order, kinda killing of the theme of Robotnik corrupting the green lush world bit by bit in every new level. (Spring yard zone stands for humanities need for theme parks)
More like a ghost town I guess, though why its all roman in style when Robotnik has all this space tech is a mystery.
Kinda sad that the classic games kinda ignored what Robotnik's deal is.

Sonic is not native to South Island. And all the rest you mentioned is total headcanon that is easily contradicted by a plethora of evidence. You didn't even mention Sonic needed to save his band pals.
