If we're talking about ENB, ReShade or their likes (the stuff that imparts the biggest graphical difference), then the game will run pretty poorly. That's where Unreal has the upper hand.

I think that's just due to how video companies are ran today. Everyone just runs the clock and everything is on a strict deadline. Good graphics are taken for granted.

Because an entire generation, hell several generations, were raised believing that muh grafix is the most important thing ever. This way game designers don't need to worry about gameplay or story or art direction or sound mixing and score or any of the other parts that make up a game. They just need to shit out more polygons and particle effects and their garbage will sell.
Except graphics obsession was more common from the 90s-mid 2000s, where games coming out just years apart felt like they belonged in a different dimension. Basically the uplift from a 2022 title, and something that came out on the 360 with decent art direction and optimization is marginal, imo less than the PS2-360 jump was.
Nobody cares about graphics anymore, titles slip years and they still look current.

They quite literally do not.
Gameplay especially has been declining, with especially the AAA studios streamlining and cutting corners left and right. All while they waste more and more money each year, using several child-studios with up to hundreds of workers (+ plenty of outsourcing), just to meet the silly deadlines for their silliest rehash titles.
No, good devs makes better and better games as technology improves. This is fact.
Bad devs will always be terrible and yes maybe focusing on tech if you're a bad dev will exacerbate the problem. But the issue is the dev, not the tech.
I like your optimism, but as a boomer game-dev myself, my own experiences have been mostly opposite nowadays.
All these automated, procedural and dynamic things have all but killed artistry of the industry. Any sort of hand-crafting is almost shunned now, resulting these games that might look and play like a Super Nintendo games, but require hardware stronger than Crysis 1's recommended specs to even run smooth.
I'd say the very early 2010s provided the best balance of both worlds.
Now we're reaching the point where especially zoom zoom devs just copy-paste pre-made scripts and outsource everything else.
