Norman moved there from Johto and became a gym leader and the player character did too and still has a shot at becoming champion. I don't think you have to be a native to the region to hold a position there. Why would you?

The area Hoenn is based in remained fiercley independent from mainland Japan until like a 100 years ago.

a good half of the Pokemon League in Hoenn are either foreigners or kids who were newly appointed. There's Wattson, Winona, Wallace (in RS) for Gym Leaders. I'm unsure if it states anywhere how long the E4 have been there but they seem old enough minus Phoebe that they've probably been there a while
I guess it's not so surprising given what Hoenn trainers have to work with. Practically anyone could drift in with a mid pokemon that has a movepool and dominate.
