This isn't a bad thing by the way, it's just a fact: when Pokemon was a passion project with no delusions of success, the designs were very much in line with what was "cool" in 1990's Japan, and after Pokemania they started to prioritize marketability.
Kanto designs are aggressively 90's in their design sensibilities, and most of them wouldn't look out of place in Dragon Ball or Dragon Quest (because Sugimori was deliberately aping Toriyama's style). Everything afterwards is intended for a broader appeal.
