It probably is intentional, yeah.
I mean, he specifically says Xenoblade 2 is based on the anime of his youth, particularly Galaxy Express 999 and Future Boy Conan
But both anime have a lot in common with the basic premise of Elemental Gelade too
And Takahashi's also told his writing/creative staff, a lot of whom are younger than him, to pull from nostalgic anime when writing Xenoblade 2 so there's a good chance that Elemental Gelade was a direct influence for the younger staff.
