Nah it didn't, SaGa is at around 10-12 millions lifetime, and the old games stopped selling more than FF pretty early, mostly because they refused to sell them overseas in most cases and other than rebranding the GB games they never made a conscious effort in marketing them, mostly because they didn't want to cannibalize FF's market share.
The SNES games did sell a lot in Japan back in the days, especially RS2 and RS3, they were selling just as much as things like Chrono Trigger and Final Fantasy in the japanese market, the sales decline didn't really start until the PS1 days where FF got even more pampered while SaGa got stuck operating on SNES budgets, like a lot of other non FF IPs for Square honestly, Mana suffered the same fate.

It's basically a virtual tabletop game, that inherently filters that average Jarpigger and Squaredrones in particular are used to movies instead of games so it's double the filter.
Mind you as much as I do like it it does have a couple of wonky mechanics and balance problems, but it's really good if you're into RPGs, especially classic CRPGs, it's basically a sleeker and way more mechanically interesting Gold Box game, except you get Pool of Radiance, Curse of Azure Bonds, Pool of Darkness etc. all in a single game instead of being separate games.
The most experimental game in a series already infamous for that. It received far too much unjustified hate, mostly due to terrible marketing (they included an FFX-2 preview even though the average FF movie game enjoyer couldn't care less about it).
It is modeled after TTRPGs, which is why field skills and so forth play a big role, but that's not really what makes Unlimited unique.
Rather, it's its so-called Skill Panels that make progression in this game unlike any other RPG. To put it simply, you don't have levels or anything of that kind in the traditional sense, rather, every character has a hexagonal grid made out of 7 panels. Every time you complete a quest, you have to choose one panel to assign to your grid, that gives you a skill (or a handicap), while influencing the character's stats.
The panels you get to choose from also depend on your choices: Say, one of your characters almost got perma-killed by undead mobs, then they may have the option to assign a phobia panel to their grid that makes them permanently weak towards that kind of mob (but massively raises their stats otherwise) and using a lot of axe skills may give you an axe panel (with a lower probability also other associated panels), that, in turn, makes it easier for you to obtain new axe techniques and trigger existing ones. Note that this way of acquiring Skill Panels also applies to skills used outside of battles, like mongering at shops.
All of that is ignoring the game's deep systems related to combat, exploration, equipment, crafting, the economy, and so forth, which all interact with the panel system, in one way or another. Now combine that with most of the game's campaigns having a limited number of quests, thus, a finite number of opportunities to build your party members, and you'll see why it's so divisive: It throws many complex systems at you to figure but simultaneously expects you to know what you're doing (but to be fair, only a few campaigns are *that* difficult).
