No it's because only the first 4 gens are popular in terms of plush sales. Even to this day like 80% of the most popular merch is mons from gens 1-4. The rest is the shillmons of every gen and the starters and legendaries from every gen. Like I don't think many people are buying a plush of Glimmora sadly
Following the previous release schedule, Kalos SC is due to be announced in Japan in early 2024. They wouldn't stop making them, they're constantly out of stock and high in demand. Pokemon Center even announces restocks.

I wish they could but they've probably already run the numbers and it's not happening
Frankly if the engine was good they could treat the DLC like they do new gen releases, whole new story and adventure, but people could persist their characters and they could take the energy of building a new engine and put it into actually making more game content, charge $60 a DLC, kinda forces people to buy more really. I though Japs were good at math.
New games will always market and therefore sell better than DLCs
