this. Even cyberpunk manages to mog it in this regard. At least the characters in cyberpunk actually have some flavour to them and arcs to their story. In starfield everyone is just a bland walking codec entry.

I like how every dialogue gives you a bunch of extra nested questions and such but goddamn it's 90% exposition and little in terms of character development outside the romanceable ones but that's bethesda for you.
If the quality of Skyrim and Fallout 4 are anything to go by, this game just makes you sit through more boring yet somehow incoherent plot points and NPCs forcing you into faction quests. Also, what kind of measure of quality is this? By this metric, the greatest work of literature is a My Little Pony/Fallout fanfiction. I want enemies to actually have different abilities and tactics. You can do this with human enemies, you dont have to have cartoonish super mutants. Have a buffed up guy with a shotgun in heavy ass armor. Have ninja-like enemies that dash around. Have suicide grenade bombers. Have tech guys who throw out turrets.
The problem as usual, is that bethesda refuses to move out of their existing engine, which means that npcs all have to be the same shitty AI model with different gear equipped to them, like human enemies in fallout 4. They are either unable or too lazy to code new AI behaviour that actually leads to varied combat encounters.
