If you need to spend more than a console's price in order to make your PC better than a console, then your PC isn't better than a console. A fair comparison would be a $400 console vs a $400 PC. There is not a single PC that is better than a console for the console's price. The cheapest build I can make that is PS4 performance is $600, and that's without peripherals or a monitor.
