The way I've seen it described before is that most players typically just buy one train (every railgay has a specific trainfu and that's what they usually buy and nothing else) and maybe two or three map packs. It's not like Paradox games where you're not only expected to buy every DLC but also have to do so for the game to function as advertised. It's funny to add all the Train Simulator DLC to your cart and see the amount add up to more than some used automobiles IRL, but comparing it to how Paradox does DLC is an apples and oranges comparison.

CK2 had portrait packs, literally all of africa would be white if you didn't have the africans portrait. They actually had so much backlash over it that the african and indian portrait dlcs were made free.
Why they went the alt history way? is well known that africa used to be white before the devil open the portal that spawned, you know, in there
OK double checked, what actually happened is that Holy Fury replaces the regular arab portraits with some lighter skin arab lookin portraits and if you didn't have the african portraits dlc all africans would just be light skin arabs.
You can still do this now by just turning off the african portraits dlc in the launcher
