If there's one thing I'm glad and hopeful about the new Garou is that it's moving back to a more, for want of a term, grounded street level karate men fight crime bosses setting without any bullshit millennium old secret cults, ancient gods, death satellites and or whatever else moronic shit KoF got into as it went on.
This. The only "face" of a fighting IP i usually always main in any game he is in. One of the few characters in vidya that deserves to be called a "street fighter".
Iori is who I play if I can't think of anyone else to put third. He has every tool needed to play KOF well, including some really well-designed air normals in jB and jD, but it's balanced by some of these tools being subpar (command grab) or notably unsafe (rekkas). That, and his air movement is surprisingly laggy, so he feels clunky even though his run speed is good. Overall, Iori has a carefully-managed element of risk to him which makes him really fun to play.
Kyo is a lot safer on everything, including moves like upkicks and R.E.D. KicK which really should be punishable (no-brainer as to why), so he gets to just mash shit out while fishing for his epic juggle combos. He doesn't really have to engage with the opponent to do his thing, which is a problem a lot of KOF characters have. I've noticed the sort of people who main Kyo also enjoy characters like Chris and Kula, who also get to autopilot a lot.
Kyo and Iori play very similarly. Both just play basic KoF in the main but Iori has more/better tools in general just from his moveset (Kyo typically has worse normals/no command grab/no fireball). Kyo also varies a lot more game to game while Iori is a lot more constant. His hopkicks usually are unsafe and in modern games his rekkas are unsafe too even if you stop at 1 (Iori also suffers from this now).
Neither Kyo or Iori are braindead characters, both need you to play real KoF to function properly and have fundamental based kits and don't rely on gimmicks. The exception is probably the most recent version of Kyo where they gave him canned mixups in the rekkas and his traidtional rushdown tools like j2c suck in favour of just throwing out shit but that's the exception.
Though when it comes to just the KoF poster boys, I guess I like Iori more than Kyo because I'm edgy, and to be honest I like K' more than either because he's totally an edgy cliche in a different way than Iori, and I was impressed they managed to make yet another one. Big 80s-mid 90s edgy OVA energy.
Kyo's a mixed bag for me. His design is very cool yet so generic, almost like Ryu. I guess japs love their generic protag, but this is too much. He never quite had the zest of other characters. His persona is similar, cool but generic.
Gaeplay-wise, he's also a mixed bag. Frankly, his old rekka + upkicks + RED kick gameplay wasn't really good at all. He made up for it with crazy crossups, high damage super and stupid stun in 98. In 02 he lost half of that, but got long and hard max mode combos.
Iori, on the other hand, is just so different. He's anything but generic. No wonder Capcom copied him with Remy. His persona is an edgelord, yes, but the cool kind, the only flaw is that it got one-dimensional after around 2002.
Gameplay-wise, his main moveset has always been far more versatile than Kyo's. He had everything—good confirm, unique crossup, safe rekka, safe DP, fast projectile, and a command grab to boot. He took a few nerfs to go from a monster like in 98 to mid tier like in 02. His only disadvantage was a bit low / short hop.
So I like Kyo a lot, but I prefer Iori.

KoF95 moveset looks cooler but KoF96 one is more useful so its great that KoF98 has both. When he started wearing casual clothes in KoF99 he lost the shounen factor somewhat though.
Terry Bogard looks like "hello fellow kids" boomer with his stereotypical 80s "rad" look and attitude and by the time KoF has been made his time has gone. He is just a has-been who refuses to go away. Ryo is Ryu with a family so he automatically loses for not living up to the lone warrior gimmick. Iori is a brooding angsty emo homosexual. I play both and KoF is the most SF-like SNK fighting game. Ok, you have universal hop, dodge and knockdown move but everything else is like SF.
